An inventory of the credible holders of a single seat, assessed against a published rubric, with evidence separated from inference. It answers a narrower question than a search does: not who should we hire, but what is the shape of this market, how many people are genuinely qualified, and what will it cost to move one.
The refusals are the method. Four axes are held separately and never collapsed into a single number.
